Job Description: This position is responsible to ensure that the administration of all ICS’s programs meet the required compliance regulations put in place by both the Federal and State Government. This role also oversees and implements internal quality control measures. Job Duties include:, o Learns and ensures compliance with local and national program rules, regulations, policies and updates., o Collects, and follows up on overpayment cases where clients do and potentially owe ICS money in return for incorrect allowances., o Oversees and controls the storage of required retained files, including the purging process for Energy Assistance Program (EAP) files., o Works with ICS’s 3rd party investigating Service to prevent fraudulent program activity., o Administers the QC polices as it relates to the Housing Choice Voucher (HCV) Program and the EAP., o Updates and monitors the Administrative Plan for the HCV Program., o Represents ICS in case appeals, fair hearings, and community meetings., o Responsible for the PIC System. o Handles all Port Out requests related to HCV participation., o Participates in team meetings, including both the HCV, and EAP Team meetings.

Education Required: Prefer two years at a university, community or technical college, with coursework in business, diversity, or social services.
Experience Required: o Prefer experience with low-income or otherwise disadvantaged groups of people., o Prefer knowledge as it relates to legal compliance theories, and investigation techniques., o Knowledge of Housing and Urban Development (HUD) rules, regulations and programs a plus. o Bilingual Spanish and/or Hmong helpful.
